• When a developer/builder undertakes to build a community, there are a number of fees and charges that are levied by the City. These range from registration fees to development charges (DC). These charges are all paid for by the developer/builder and ultimately new home buyers.
 

• DC’s make up the largest portion of the fees of community/homebuilding and are in addition to all of the costs of hard services installed in subdivisions like roads, sidewalks, sewer and water, which the developer/builder must also provide on behalf of new residents. Development charges pay for services which then become property of the City of Ottawa, and are used by the entire community.
